tools won't let you set an empty app routing prefix

but empty routing prefix for an app is legit.

Jamie's fix has been incorporated. The interesting question is if we should prevent this when another application already has the same prefix (i.e. Welcome). It creates a routing conflict that is confusing. Granted, having two apps with the same prefix is OK, we should special case the creation if WelcomeApp exists (assuming a new developer).
