Error Views

Should go in content/errors folder.
When in production mode show these instead of diagnostics errors.

- Milestone changed from “Public Preview” to “0.11.1”
- State changed from “new” to “open”
Need to add some extra levels of indirection to the error views to get out of diagnostics.
